In his report to the Security Council, Mr. Pedersen noted that all parties to the conflict have faced a strategic stalemate on the ground during the last 21 months.

In his understanding, this makes it clear that no existing actor or group of actors can determine the outcome of the conflict and that a military solution is not an option.

UN emergency aid coordinator Martin Griffiths, on the other hand, informed the Security Council the humanitarian system in northwestern Syria is promoting efforts to provide aid between the front lines.

In addition, Griffiths addressed the great humanitarian needs in the Arab nation and how funding to provide assistance has been reduced.

The Constitutional Committee that meets in Geneva is in charge of drafting Syria’s new constitution and is considered by the UN as the first political step for the solution of conflict in Syria.

Iran, Russia and Turkey are the guarantor countries of this process of negotiations between the Syrian government and the armed opposition, while representatives of the UN, Jordan, Lebanon and Iraq attend as observers.
