This was the opinion of the president of the Supreme Court, Ruben Remigio, who presented the proposed Administrative Process regulation to the legislators, who approved it for its entry into force on January 1.
The jurist said that the law will introduce important modifications in the judicial system and will make legal processes of this nature more accessible and inclusive, in addition to strengthening the quality and responsibility in the performance of public and administrative functions.
The new body of law makes it possible to establish claims for improper actions, decisions or omissions of the bodies, agencies, entities or persons exercising these types of responsibilities, whether or not they are part of the structure of the public administration; with the aim of rectifying or repairing the damage, Remigio explained.
However, it stipulates that, in the first place, it is first necessary to complain to the higher authority. Never before in Cuba had there been an administrative procedural legislation that included such judicial guarantees, according to the Constitutional and Legal Affairs Committee of the legislature.
It is the most challenging norm of all those that the parliament considered in this ordinary session, Deputy Ariel Mantecon added and spoke about the novelty of the legal body and its social impact, because all people have interaction with its scope of action.
