Israel Hayom newspaper revealed that Shaked approved the proposal, which will also include the construction of new settlements in southern Negev desert.
Tel Aviv occupied the Golan Heights during the 1967 war and since then, it has refused to withdraw its forces despite UN Security Council resolutions and the international demand.
According to official data, more than 30 Israeli settlements have been built there in more than 50 years.
