The Unification Ministry stated in a communique that it now hopes to begin and make progress in substantive discussions to improve ties, strengthen peace and implement agreements between the two nations, in addition to easing the military tensions.
Meanwhile, DPRK media reported that that step followed a speech by North Korean leader Kim Jong-un and urged Seoul to positively contribute to the normalization of the bilateral ties.
In June 2020, the DPRK decided to cut off all telephone connections with South Korea in response to the continuation of hostile propaganda sent from the neighboring country.
After several months of negotiations between the top leaders, those links were resumed by late July with the purpose of making progress to improve the bilateral relations, but they were cut off again a few days later due to military exercises between Seoul and the United States.
