The president urged Russian readers of science issues to learn more about that basic law, stated his message published on the Kremlin website this Thursday.
He stressed that not only for Russia but also any modern democracy, the Constitution has a special meaning because this is ‘the main law of the State, an instrument of direct action that has the highest legal status.’
Putin pointed out that the document establishes the basic living conditions for citizens, and in that text, ‘the strength and potential of the State and the law, its fundamental values, are enshrined.’
According to the note, for the Russian head of State, the Constitution ‘is not a set of frozen canons, but a living document in tune with the times’ that ‘must be relevant, and meet the needs and demands of the people.’
