Deputy Foreign Minister Sergei Ryabkov will officially represent the head of State when the document is debated at the Duma and the Federation Council (Senate).

The Russian Ministry of Foreign Affairs issued a communique on January 15 about the beginning of internal procedures to withdraw the country from that treaty of the Organization for Security and Cooperation in Europe (OSCE), signed in Helsinki on March 24, 1992.

The country is taking this step due to lack of progress in eliminating obstacles that allow to continue with the implementation of the agreement after the United States withdrew from it in November 2020, the document stated.

In April, the US Department of State indicated that the White House had not took a decision regarding the Treaty, in force since January 1, 2002 and from which, 34 countries are members.

Its aim is to establish an aerial reconnaissance aircraft program, without weapons, over the territory of all participating countries to improve trust among its members.

The Open Skies Treaty is considered one of the most international efforts in pursuit of military transparency and the cooling of the arms race.
