The amnesty, the Syrian Presidency reported on Telegram, includes army desertors if they turn themselves in within three to six months.
The decree also reduced death penalty to life imprisonment with forced labor, and life imprisonment to 20 years with forced labor, as long as the victim revokes his or her personal right.
It indicated that the pardon is part of the forgiveness and social tolerance approach and gives a new opportunity for offenders to resume their normal lives.
The text excludes offenders of crimes of weapons and explosives smuggling, treason, espionage, relations with the enemy and terrorist actions that killed civilians or soldiers.
