Cuba develops an intense legislative agenda

Havana, Dec 20 (Prensa Latina) The Minister of Justice of Cuba, Oscar Silvera, highlighted today the intense legislative agenda that the Caribbean nation has developed since the approval of the Constitution in 2019, a period since which 50 laws were approved.

During his speech at the fourth ordinary session of the National Assembly, he recalled that the legislative body approved in 2023 the schedule for the years 2024-2027, with a total of 46 laws and 23 decree laws, of which 17 norms were planned for the exercise of 2024.

In this regard, he stressed that this process is “complex and necessary for the legislative exercise in the country.”

Silvera explained that despite being in the drafting stage, it is necessary to postpone the approval of the Labor Code, the Business Law, the Contraventions Code, the Code of Children, Adolescents and Youth, the Civil Registry Law, the Law of the Organization of the Central Administration of the State, the Tax Law and the Law of Possession and Use of Land.

He announced that in 2025 the discussion of 13 laws is planned, seven of them pending from this year.

Regarding the Law of Organization of the Central Administration of the State, he detailed that it is postponed until July 2027, due to its complexity he advises that other laws be approved first and the creation of the favorable conditions required. He added that during 2024, after being submitted to the Legislative Capacity system, it was decided not to keep the laws of Franchises and Diplomatic Immunities and Sovereignty in the program.

Regarding the first rule, it was assessed that a new Law is not necessary, since the current one maintains the current requirements for the treatment of these issues and only an update of its regulations will be carried out.

On the other hand, it was determined that in the national legal system, the elements that underpin national sovereignty are addressed in various regulations, so its regulation in a Law is not considered viable.

During the closing session of the fourth ordinary session of Parliament, the secretary of the legislative body, Homero Acosta, reported the ratification of the decree-laws and agreements approved by the Council of State, between July 1 and November 30, 2024.

The deputies also decided that the Ministry of Transportation be subject to the highest oversight in the next ordinary session.

It was also agreed that the province of Camagüey and the National Institute of Sports, Physical Education and Recreation will be accountable for their management.
