Heads of State of Peru and Japan sign joint declaration

Lima, Nov 17 (Prensa Latina) With a joint declaration signed by the Peruvian president, Dina Boluarte, and the Prime Minister of Japan, Shigeru Ishiba, which reflects bilateral coincidences, the official visit of the Japanese head of state ended today.

In separate speeches, both highlighted that the document proposes developing the Comprehensive Strategic Association of their bilateral relations, agreed in 2016 and based, according to the document, “on shared principles and values” and on convergent economic interests and complementary economies.

For these and other considerations, it adds, “they have decided to deepen and energize the bilateral Strategic Association with a shared long-term vision” and a Roadmap for the next ten years.

The Roadmap will have as pillars: political-diplomatic, economic, bilateral cooperation, social and people-to-people relations, and defense and security, the latter being the subject of a specific agreement.

The text highlights the fact that Peru was, more than a century and a half ago, the first Latin American country to establish diplomatic relations with Japan, in 1873.

It also notes that Peru has the Nikkei community of Japanese migrants and their descendants, while in Japan 30,000 Peruvians form the largest Spanish-speaking community.

On a global level, the declaration adds that Peru and Japan are partners in “maintaining and strengthening the free and open international order based on the rule of law, strengthening multilateralism” and other international principles.

They also reiterate that, in a global context of multiple interconnected crises, they reiterate their opposition to any unilateral attempt to change the status quo through force or coercion anywhere in the world.

In addition to upholding the UN Charter, including respect for the sovereignty and territorial integrity of States and the prohibition of the use of force, the statement raises “the need to achieve a lasting, just and comprehensive peace in Ukraine as soon as possible.”

It expresses serious concern about the humanitarian situation in the Gaza Strip and calls for an immediate ceasefire, the release of hostages, ensuring a sustainable environment conducive to humanitarian assistance activities and strict respect for international law, including international humanitarian law.
