According to the source, the vice president of the Russian Government, Dmitri Chernyshenko, told a meeting of the Intergovernmental Commission that such assistance has been instructed by President Vladimir Putin.
Chernyshenko added that the Russian Ministry of Emergency Situations will also send kits to repair the damaged energy equipment.

Rafael, a Category 3 hurricane on the Saffir-Simpson scale, hit western Cuba on Wednesday, causing considerable damage and the temporary collapse of SEN.
