The President repealed the text in force since 2009, with the purpose of creating a new organic and administrative structure for the Ministry of Defense.
The document also states that the complementary security entities of the Executive Function and municipalities should be articulated to the policies of the National Integral Security Plan.
On Thursday, the Regional Human Rights Advisory Foundation (Inredh) denounced the existence in Ecuador of at least 45 cases of police and military violence in the context of the internal armed conflict.
In a press conference, the organization reported on the excessive use of force by uniformed officers based on confirmed publications in social media and also in the media.
According to Inredh, Ecuador does not currently meet the conditions to decree the existence of an internal armed conflict, so the abuses are framed within the Comprehensive Criminal Code (COIP) and international standards.
Inredh counted 19 cases of cruel, inhuman or degrading treatment in the city of Guayaquil and 12 cases of violation of indigenous communities’ territories in the provinces of Cotopaxi and Imbabura.
