As announced by the UNDP office on its website, the action aims to facilitate access for the Cuban population to different social programs through digital platforms.
The Ministry of Communications (MINCOM) and the National Institute of Economic Research of the Ministry of Economy and Planning (MEP) are participating and contributing to the project’s implementation.
For its development, it also has the support of the government of Luxembourg as part of the UNDP Financing Windows.
The primary objective is to strengthen institutional capacities to promote technological innovation in order to design digital services for citizens, as well as the creation of a secure online space to manage procedures and services.
The intervention also places participation and closing gender gaps, from digital literacy and communication, among its priority axes.
The actions are developed within the framework of the Articulated Platform for Comprehensive Territorial Development (PADIT), which has digital transformation as one of its main points of work to promote the sustainable development of Cuban territories and has implemented different methodological tools to plan the digital transformation.
The initiative is part of the implementation of the Cuban e-government Strategy and the recently published Digital Transformation Policy, led by the MINCOM, and the services to be created will be integrated into the e-government platforms of the country.
According to the organization, the project is also supported by the UNDP Digital Office, an agency that identifies digital transformation as one of the strategic accelerators of the 2030 Agenda and as one of the crosscutting elements of its cooperation in Cuba.
The National Gender Observatory, the Cuban Women’s Federation, among other national institutions, will participate in the implementation of the activities.
PADIT, a platform made up of national institutions, territorial governments and other agencies, supports, facilitates, encourages and promotes decentralized and dynamic territorial advancement, which was recognized as a public policy to promote local development in Cuba in 2021 and is implemented by the MEP in alliance with the UNDP office in Cuba.
Cuba has more than seven million mobile phone users out of a population of 11 million inhabitants and has proposed to continue to advance in digital transformation as part of its development strategies, the information noted.
