According to the state-run KCNA news agency, Choe Ryong Hae, who is also a member of the Political Bureau of the Workers’ Party of Korea (WPK) and first vice-chairman of the State Affairs Commission, made the appeal while touring South Hwanghae and North Phyongan provinces.

While visiting farms on those territories, he called to take a scientific approach on the development of agriculture through the use of science and technology, and the rational exploitation of equipment, machinery and irrigation systems.

In the county of Jaeryong and the city of Jongju, he called on the military officers who run factories that produce materials and components for local industries to speed up the construction work to push forward the 20×10 policy, which consists of highly-efficient manufacturing units in 20 districts over the next ten years, so that the task will be accomplished in 200 districts into which the country is divided.
