The Minister of Justice, Oscar Silveira, explained in the Second Ordinary Period of Sessions of the Legislative, which takes place in the capital’s Palacio de las Convenciones, since the entry into force of the norm there have been many challenges of the legal institutions for its implementation.
He pointed out that the Ministry of Justice (Minjus) deployed several actions aimed at expanding the capacity to respond to the demand for its services, training, communication with internal and external audiences and control.
He indicated that methodological indications were issued with emphasis on self-preparation, on the model of action, with sensitivity, good treatment and exhaustive explanation to the people.
He recalled that official gazettes were published with resolutions regarding the Family Code and electronic communication channels were established with the Ministry of Justice.
He informed that up to the end of November 2023, the consent to have the family home at the disposal of the family accumulated 6,272 notarial deeds and the deeds of consent for the access to assisted reproduction techniques in human beings totaled 2,237.
He mentioned that the number of marriage covenants rose to 290 and the revocation of donations, especially of houses, amounted to 93.
He detailed that during this period 1,333 marriages between persons of the same gender took place, 85 affective unions and in 31 cases the newborns were given the mother’s first surname in the first order.
In spite of the fact that the process shows positive results, Silvera pointed out there is a very complex dynamic in the notary offices due to the exponential increase in historical figures of the demand for services.
Congresswoman Mariela Castro, director of the National Center for Sex Education on the island, recommended reinforcing educational work, talks and cultural transformation.
She stressed that the legislative work ‘carries that component of educating and learning because in the construction of the Code and as it happens with other laws, our people are participating; we have been improving, the democratic exercise and the Family Code shows that’.
