The director of Sociocultural Promotion of the Ministry of Social Development (Mides), Rosa Méndez, affirmed that most state institutions do not comply with the quota of 8% of black people.
To improve inclusion, Mides presented a guide on the implementation of the labor quota.
Méndez said that the aim is to sanction non-compliant organizations and to offer a manual for permanent consultation.
He said that the Ministry of Defense stands out in the fulfillment of the quota, especially in the inclusion of male personnel.
“Here there is a shortcoming, which is the early desertion of the Afro-descendant population in the formal education system, and the Ministry of Defense makes calls with fewer requirements where anyone can enter with only primary school grade, he explained.
He argued that this happens because of the “structural inequality” of the Afro-descendant population, with greater poverty, which forces them to enter the labor market earlier. jrr/arm/lam/oo
