Mexico condemns U.S. activities in Eagle Pass

Mexico City, Jul 14 Prensa Latina) Mexico on Friday inveighed against activities by Texas officials in the Eagle Pass area of Rio Bravo, sending a Diplomatic Note to the US authorities.

According to the note, it shows Mexico´s deep concern for the installation of a spiral razor wire, placement of barrels, clearing and earth moving, on an island located within the Rio Grande riverbed, downstream of the Piedras Negras-Eagle Pass International Railroad Bridge.

In this regard, the note reads that the following issues were informed:

The Mexican government expressed its deep concern for the referred activities due to the obstruction and detour effects that such a spiral razor wire and installed barrels may cause on the normal and flood runoffs of Rio Bravo.

Placing barrier of buoys that Texas installed within the channel of the Rio Grande River, starting in the Eagle Pass area, contravenes article 17 of the 1944 International Waters Treaty which sets forth: “The use of the channel of international rivers for the discharge of flood waters or other surplus waters shall be free…”.

At the same time, it violates Article IV B.1 of the 1970 Boundary Treaty, which states that in the main channel of the river and adjacent lands, up to the approved international boundary, the two governments shall ban construction activity which may cause detour or obstruction of the normal flow of the river.
