Mexico lifts electoral veto through law reform

Mexico City, Dec 28 (Prensa Latina) Mexico on Wednesday made official the lifting of the electoral veto through the reform of the General Social Communication Act through which civil servants will be able to disseminate the achievements of their administrations in electoral processes.

So far, who did this was sanctioned as it was considered an electoral campaign, and that included the president of the Republic, something that was called the electoral closed season. They were also banned from paying for ads.

The federal government published the decree on Wednesday based on the use of freedom of speech and officials´ exercise of public functions, which was also part of the electoral reform´s plan B.

The decree does not include government propaganda the information of public interest disclosed by civil servants, under the General Act of Transparency and Public Information, freely disclosed in any format.

Since the beginning of this administration, President Andres Manuel Lopez Obrador has condemned the limitations imposed by the National Electoral Institute and the Electoral Tribunal on the disclosure of the achievements of his administration during electoral processes.

The guidelines also bar hiring social communication campaigns at higher prices than those paid by private advertisers. Public organizations will also take the fees registered in the Secretariat of Finance and Public Credit as reference.

It also stipulates that resources must be used economically and with budget rationality, through a righteous and careful administration of public funds, as well as abiding by the budget caps established for each fiscal year.
