Chile: The debate is open

Santiago, Chile, Dec 18 (Prensa Latina) At last, following some three months of discussions -on occasions more like “talking to a wall” dialogue-, 14 of 16 Chilean political parties in the National Congress came to an agreement to establish an entity aimed at writing a new Constitution.

It turns out to the Constitutional Council, is a group, made up of 50 members with the same rights elected by popular and mandatory vote, plus a not-yet-determined number of seats for indigenous peoples.

They will be joined by a team of 24 experts -also with gender equality and elected on equal parts by deputies and senators-, who will be prestigious experts in law, economics, and other social sciences.

The General Secretary of the Chilean Communist Party (PCCh), Lautaro Carmona, said that it was not a perfect agreement as they had wished, but rather the result of the defeat at the September 4 plebiscite, when the rejection option won.

On that occasion, the first text written by a 155-member convention was brought to people’s vote and ruled out by 62 percent of voters, after a harsh disinformation and fake news campaign against it headed by the Chilean right.

The communist leader said that intense discussions are coming and safeguard mechanisms should be taken into consideration to get a new constitution rather than a version similar to the current one.

According to the PCCh leader, it’s essential to mobilize public opinion, to hear the people’s voice, and that their demands and needs reach the Constitutional Council and its group of experts.

Its schedule begins with the selection of experts in Congress, goes on in April, when Council members will be voted, and continues until October 2023, a date on which the new text must be ready.

As of that moment, a brief period will open up until late November or early December next year, when the ratifying plebiscite should take place, in which the people once more will decide whether to accept or not the constitutional proposal.

In this way, Chile will have put into practice one of the commitments that emerged from the 2019 social uprising, that is to say, to eliminate the Magna Cart imposed by the dictatorship in 1980, where the basis of the neoliberal system and privileges for a minority are included.
