Cuba, Americas Summit in telephone dialogue López Obrador-Biden

Mexico City, Apr 27 (Prensa Latina) The president of Mexico, Andrés Manuel López Obrador, plans to ask his counterpart of the United States, Joe Biden, for the participation of the entire region in the 9th Summit of the Americas in Los Angeles.

This would imply that Cuba, Venezuela and Nicaragua participate in this edition with the same rights and obligations as the rest of the nations, with which it would truly be a Summit of the Americas.

In that city in the state of California, and very close to the border with Mexico, this meeting will be held on June 8 and 9 to basically deal with a topic of general interest to all, which is emigration, although the agenda is much broader and includes health.

Precisely next Friday, at the request of the president of the northern country, Biden and López Obrador will hold a telephone dialogue in which, curiously, the applicant did not identify the issues to be discussed, except that they would specifically include emigration from Mexico to the United States, and border questions such as the military reinforcement on the US side.

But beyond the repeal or not of Title 42 by which the United States arrogates itself the right to send to Mexico emigrants who are denied a visa or are delayed in the process of obtaining it, the most marked interest of the Mexican government is to establish a new relationship between North America and the South and the Caribbean.

López Obrador insists that the era of blockades is over and that forceful and coercive measures must give way to dialogue and cooperation with respect to the sovereignty and political forms of each government, as he recalled in the case of Cuba last year, passed in the act in Chapultepec for the anniversary of Simón Bolívar.

Foreign Minister Marcelo Ebrard was very precise in this regard when he explained to journalists yesterday that, regarding the Los Angeles summit, the president of Mexico will propose that the United States see the countries of the Americas as its allies to work on the same regional development effort.

He confirmed that López Obrador will ask for the beginning of a new stage in relations of the United States with its neighbors to the south, which is not just what we have experienced in recent decades, but that there is a different position of Washington, more inclusive, more respectful, more concerned and with investments in the region.

The proposals of López Obrador and Marcelo Ebrard are close to the denunciations made the day before by Cuban Foreign Minister Bruno Rodríguez about the exclusion of the island from the preparations for the IX Summit of the Americas.

Rodríguez stressed that Washington deceives international public opinion about the invitations to that meeting. A main axis of the event will be health, but on this subject, an action plan on health and resilience of the Americas until the year 2030 is negotiated in an opaque way with respect to the real needs of the peoples, he pointed out.

In this sense, the United States should take note of the statements made yesterday by Ebrard who, when announcing López Obrador’s tour of Central America, Belize and Cuba, clarified that the president will discuss the acquisition of the Abdala vaccine.

Shortly before, the Undersecretary of Public Health Prevention, Hugo López-Gatell, declared that it is an antigen of excellent quality, safe and effective, and its acquisition is negotiated.

The telephone conversation with Biden will follow a resumption of immigration negotiations between Washington and Havana, in which there is no transparent position from the White House or the State Department.

A refusal of the Biden government to extend them to the political sphere stands out, which is criticized in Mexican informal media.

Foreign Minister Rodríguez expressed that in the case of Cuba, the conduct of the United States has been to cut off regular and safe channels and prevent emigration through a policy that he described as selective and discriminatory and recalled that the United States fails to comply with the agreement to grant 20,000 annual visas. .

He also pointed out that it is not the transit countries but the United States that puts obstacles for those who wish to travel, with which Mexico strongly agrees as it is one of the paths chosen by migrants to try to reach that country.
