The government promised to adjust salaries, deliver debit cards, publish the Association’s special status and implement a security plan at court rooms.

The agreement is yet to be fulfilled five years later, with the new Minister of Justice Berto Dorcé refusing to grant them an audience to discuss the matter.

The secretaries are threatening to take the movement further if the authorities do not yield to their demands.

The guild went on strike on August for several weeks, deploring the insecurity in the Port-au-Prince area, particularly where the First Instance Tribunal is located, which harms the work of the courtroom secretaries, as they said.

The strike was called at a moment of the year critical for the justice system, struck by protest movements on the part of prosecutors, judges and employees, all the while the phenomenon of prolonged preventive detention is drastically on the rise.

The situation worsens the conditions of the penal system, which is operating at triple its capacity, with human rights organizations criticize the phenomenon.
