The Head of State and Government signed the law the day before, after the National Assembly (unicameral congress) completed a second deliberation on the issue.
At the beginning of September, the Parliament subscribed to the project, but Lourenço then ruled out its signing and requested the introduction of other changes in favor of the exercise of electoral democracy.
Last Wednesday, the deputies carried out the second analysis at the request of the head of State, with a final tally of 125 votes in favor, 47 against and no abstentions.
The opposition once again expressed its disagreement but the initiative got the approval due to the majority of seats in the hands of the ruling Popular Movement for the Liberation of Angola.
Some of the aspects of the law that stand out are the prohibitions, 30 days prior the elections, to inagurate any public or private work as well as to make any kind of donation or offer to voters.
According to the official point of view, Lourenço’s proposals strengthens the guarantees for greater equality among candidates, as well as competition, equity and electoral truth, within the framework of the rule of law.
