According to the presidential decree, the local Foreign Ministry was entrusted with the task of signing the agreement with SICA, ‘allowing the introduction of non-fundamental amendments’ in the project approved by the Russian government last week.
In this way, Moscow will be able to attend as an observer country in summits and meetings of the SICA councils of ministers, as well as in other institutions or organizations involved in the promotion of integration and cooperation projects.
Established in 1991, the Central American Integration System is made up of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama, Belize, and the Dominican Republic.
Its main purpose is the integration of Central America, to turn it into a region of peace, freedom, democracy and development, according to its founding statutes.
