Trump before Congress: Another Tone, Same Proposals

Washington (PL) The speech of president Donald Trump before Congress, marked by ambitious proposals and repeated nationalistic criteria, will surely revive the debate in U.S. society on the road taken by the present Government.
Immigration, reversal of Obamacare, security, defense, tax reform ansd economy were some of the topics at the head of the President's agenda before Republicans and Democrats of the Senate and the House of Representatives.
Even if some local media indicate that the head of State softened the tone compared to other speeches, in this Tuesday's words, nationalist comments were repeated and the defense of policies which have brought him criticisms and protests inside the country and abroad.
The Extolled Wall and Criminalization of Immigrants
For the speech, Democrat legislators invited undocumented immigrants and members of other groups considered affected by the present policy of the President who assumed power on January 20.
Meanwhile, Trump invited to the event victims of crimes committed by undocumented immigrants, in an attempt to justify the polemic actions promoted by his administration in migration issues.
Facing that audience, he reiterated that the construction of a big wall in his country's southern border with Mexico will start soon 'before expected', as an efficient weapon against crime and drugs.
We must restore integrity and the empire of law in our borders, said the Republican head of State, who announced he ordered the Department of Homeland Security the creation of an office to serve the U.S. victims.
Trump explained that the department will establish surveillance on the crimes committed only by undocumented immigrants in order to give a voice to those, who in his opinion, 'have been ignored by the news media and silenced by interest groups'.
At the same time, he defended the adoption of a new migration system in the U.S., based on the merits and education of the candidates, in order to stop the access to the nation of persons with low working skills and scarce chances of earning their keep.
If we pass from people with low skills to a system based on merits, we shall have greater benefits, he sustained.
Principles that Should Mark the End of Obamacare
As regarding the most important promise of his campaign, the President stressed the determination of revoking the Law of Accessible Health Care of Barack ObamaÂ´s administration (2009-2017) which he described as a disaster.
He considered that to that end basic principles should be followed, such as guarantee U.S, citizens with previous health problems, should have access to medical care and help persons buy their own coverage through fiscal credits and health savings accounts.
But let people choose the plan they need and not the one that the Government forces them to select, he pointed in one of his criticisms to the plan through which some 20 million people reached health security.
He also added that state governments should be given the resources and flexibility necessary to guarantee that no one is left behind, and promote legal reforms in order to protect patients and doctors from unnecessary costs.
He called on Congress to revert the Obamacare, pointed Trump, who a day before the speech to the legislators admitted that to revert that measure was more complex than expected.
Economy and Tax Reform
According to the tenant of the White House, to achieve the objectives inside and abroad, the administration must restart the motor of U.S. economy, making it easier for companies to do business in the United States.
Trump said his economic team is developing a historic tax reform that will reduce the tax rate of U.S. companies so theh may compete and prosper in any place and with any person.
At the same time he added, we will give massive fiscal alleviation to the middle class and we must create an equitative court for enterprises and workers.
He also advanced the enactment of a new plan of infrastructure which he desacribed as a new program of national reconstruction, accusing former governments of investing millions of dollars abroad while the country's structures are crumbling down.
He indicated the nation needs joint work of republicans and democrats beyond party differences to solve pressing problems of the economy.
He highlighted that 94 million fellow countrymen are out of the labor force and over 43 million live in poverty and need food coupons.
According to the head of State, a multimillionaire businessman turned politician, his nation has the worst financial recovery in 65 years.
Security and Defense Budget
Among the commitments expressed by Trump was the proposal sent to the legislative body of a Budget proposal to strtengthen the armed forces, somnething he had already advanced whwen hwe said he would ask for a historic increase in Defense expenses.
He also assured that the United States will work with its allies and friends in the muslim world to face and extinguish the self- designated Islamic State (IS).
As I promised, I have ordered the Defense Department to develop a plan to destroy IS, a lawless network of savages that has killed muslims and christians, men, women and children of all beliefs, he asserted.
At present, the U.S. has some five thousand men deployed in Iraq and the Pentagon studies sending combat troops to Syria.
As the head of State says, his country is adopting enough measures to protect itself from terrorism and not allow the presence of extremists in its territory.
The so-called joint work of Republicans and Democrats in those prioritized areas, his intention to collaborate with allies in international issues and the simple mention of an eventual migration reform as seen byh the media and analysts as a more diplomatic and presidential approach to his objectives.
However, the change of tone does not seem to modify the essence of the proposals that so fervently unleash polemics, nor it leads to expect a reduction in protests that will surely keep arising in this nation.
